The Firehouse Lawyer—Joseph F. Quinn—is also President of a separate
corporation that conducts training and education seminars, among other services,
for the fire service “industry”. Mr. Quinn’s bio is contained
on the home page, but his “partner” in TU is Olivia Werner, the District
Secretary at Pierce County Fire District No. 21.
Ms. Werner spent eighteen years in the banking industry as a Training Officer,
Business Analyst and Bank Manager and has served for the past seven years as District
Secretary at District No. 21. She successfully obtained a grant for the department.
She is now completing her Bachelor of Science degree in Business Administration.
Training Unlimited is devoted to training and education in topics of interest
to fire departments and other government agencies. For example, Training Unlimited
conducts training and seminars on:

• Public bid laws, open meetings and records management
• Ten Habits of Effective Managers
• FMLA (Family Medical Leave Act)
• Safety regulations
• Discharge and discipline
• Property tax and levy issues

• Insurance and Risk Management/Liability issues
• And many more.
Training Unlimited also offers services in establishing safety policies, Standard
Operating Procedures and grant writing. Besides the principal educators listed
here, guest instructors may be used on diverse topics.
TU has offered training in 2003 on HIPAA in the Port Angeles area, for the
City of Port Angeles, surrounding fire districts and the Makah Tribe. Also, some
Lewis County fire districts attended the same training at Randle. The Pierce County
Fire Commissioners enjoyed the 2004 New Commissioners Training Conference. Mr.
Quinn has in the past also participated as a panelist or lecturer for the Washington
State Fire Commissioners, the Washington State Association of Fire Chiefs, the
King County Fire Commissioners, and the Kitsap/Jefferson Fire Commissioners.
